They became effective on 15 September 1948. The Standards and Recommended Practices were based on recommendations of the Personnel Licens- ing Divisionat its second session in January 1947, relating to the licensing of flight crew members and also of key personnel responsible for providing and maintaining air navigation services. Amendments to the Annex, which in- cluded additional Standards and Recom- mended Practices as well as modifications to existing Standards, and which were based on recommendations of the Person- nel Licensing Division at its third and fourth sessions in March 1948 and Febru- ary 1952, were adopted by the Council on 22 March 1950 Amendments 1 to 123, 27 June 1950 Amendments 124 to 129 and 25 November 1952 Amendments 130 to 15.1 and became effective on 1 September 1950, 1 November. 1950 and 1 April 1953 respectively. Relation of the Convention to the application of the PEL Standards Article 42 of the Convention states that an international standard of qualification need not apply to personnel to whom licences have been issued prior to one year after the initial adoption of an internation- al standard of qualification for such person- nel until a date five years after the date of such initial adoption. In adopting initial standards of qualification for various cate- gories of personnel, the Council has pres- cribed a date of application of the stand- ards not less than one year from the date of adoption - thus complying with the first prescription of Article 42. The Council has also interpreted the expression "initial adoption of an international standard of qualification" in Article 42 as referring to a set of standards for a particular licence and not as including subsequent additions or amendments thereto. While Contracting States may reqlire compliance with the internationaf standards at a date earlier than that prescribed by the Council or required by the Convention, Article 42 of ,the Convention requires that they should apply the international standards to the specially exempted personnel already hold- ing licences referred to above as from a date five years after the Council adopted the initial standards of qualification for the category of personnel concerned. Stand- ards which have been subsequently amend- ed by the Council, are applicable in their amended form, as from the date of applica- tion of the amendment fixed by the Coun- dl, to all applicants for a licence or renewal of a licence, to the extent that the initial standards have become applicable. No-The licences referred to herein include ratings.
