AMENDMENT 11 to the International Standards and Recommended Practices AERONAUTICAL INFORMATION SERVICES Annex 15 to the Convention on International Civil Aviation 1. FOREWORD Historical Background Standards and Recommended Practices for Aeronautical Information Services were first adopted by the Council on 15 May 1953, pursuant to the provisions of Article 37 of the Convention on In.ternationa1 Civil Aviation Chicago 1944, and were designated as Annex 15 to the ,Convention. Annex 15 as now presented has under- gone the following development. The first requirements were developed by the Air Navigation Committee as a result of recommendations of Regional Air Navi- gation Meetings, and were publislied by .authority of the Council as Procedures for International Notices to Airmen PANS-NOTAM, PICA0 Doc 2713 in January 1947. In 1949, the Special NOTAM Meeting reviewed and proposed amendments to these procedures which were later issued as "Procedures for Air Navigation Services PANS-AIS, Doc 7106" and which became applicable on 1 August 1951. In 1952, the PANS-AIS were reviewed by the First Session of the Acronautical Information Services Division which recommended the adoption of Standards and Recommended raciices. Following consideration by all Contracting - States, these recommendations were re- viewed by the Air Navigation Colnmission and ihe first set of Standards and Recommendetl Practices was adopted by the Council on 15 May 1953 as Annex 15 to the Convention. This Annex became applicable on 1 April 1954. Following the usual consultation with States, five minor amendments to the Annex were subsequently adopted or approved by the Council. Amendments 1, 2 and 5 were of an editorial nature, and designed to maintain consistency in terlninology with developments in 'other ICAO fields. Amendments 3 and 4 dealt respectively with the definition and identification of prohibited, restricted and danger areas, and explanatory notes on the application of such definitions. At the Meeting of the Aeronautical Information Services and Aeronautical Charts Division in April-May 1959 the Standards and Recommended Practices were subjected to a complete review which resulted in a number of recommendations for amendment. In the main, these were directed towards a clarification and strengthening of the Annex, giving the status of Standards or Recommended Practices to the detailed contents of Aeronautical Information Publications, development of specifications for Inform- ation Circulars, and the deletion of certain guidancc material considered more appropriate to an ATS Manual. On the basis of comments of States, these recom- mendations were reviewed by the Air Navigation Commission and the resulting material was adopted/approved by the Council as Amendment 6 on M June 1960 and Amendment 7 on 2 Deccmber 1960. On 25 March 1964 the Council adopted Amendment 8 which introduced into Chapter 5 a new procedure for the control and regulation of amendments to aeronautical information and removed from the Annex the "NOTAM Code" and "Abbreviations for use by Aeronau- tical Information Services". The latter stenmed from action of the Council in approving the establishment of a new document to contain ICAO Abbreviations and Codes, Doc 8400. Minor amendments were also made to Appendix 1. Amend- ment 8 became applicable on 1 November 1964. Amendment 9, which consisted of changes to the definitions for danger area, prohibited area and restricted area, and consequent amendment of the associated guidance material Attach- ment A, stemming from action of the RkCjOPS Meeting 1963, was adopted on 10 December 1965 and became applic- able on 25 August 1966. The Aeronautical Information Services and Aeronautical Charts Divisional Meet- ing 1966 further clarified, strengthened and brought up to date the provisions of the Annex, introduced specifications for Snow Plan notifications and a defini- tion and pro forma for SNOWTAM revised the specifications for the text of NOTAM given Class I distribution, the content of AIP, and the identification and delineation of restricted airspace to accord with operational needs and changing concepts in related fields and raised the specifications for Aeronautical Information Circilars to the status of Standards. The Meeting also recommended the deletion of Appendix 2, specifications as to'the sheet size of NOTAM Class 11, and Attachment A as being guidance material more appropriate to the AIS Manual. On the basis of comments of States, these recommendations were rc- viewed by the Air Navigation Commission and the resulting material, adopted by the Council as Amendment 10 on 13 June 1967, became effective 011 8 October 1967 and applicable on 8 February 1968. 'The Fifth Air Navigation Conference 1.967 recornmeldecl a moi-e detailed delileation of the informntin to be made available through the pre-flight informa- tion service and the puhlicatiolz of in- formation on I-uway visual ta11ge sys- tems. 'l'his material was adopted by the Council on 23 Janlrary 1969, became ef- fective on 23 May 1969 and applicable on 18 September 1969. Applicability The purpose ol the Standards and Recommended Practices is to promote uniformity in methods of collection and dissemination of aeronautical information in the interest of safety, regularity and efficiency of international air navigation. Each Contracting State is required to provide severally or jointly an aeronautical information service responsible for the collcction, collation, editing and publishing of aeronautical information concerning its own territory, and to take all reasonable mcasurcs to ensure that the information it provide relating to its own territory is adequate, accurate and timely. Aeronau- tical infornzation of a lasting character essential to air navigation is to be included in Aeronautical Information Publications issued by the authority of the State. Illformation concerning the establishment, condition or change in any aeronautical facility, service, procedure or hazard, the timely knowledge of which is essential to personnel concerned with flight opera- tions, is to be disseminated by means of NOTAM. Information required by international civil aviation and not suit- able for inclusion in Aeronautical Inform- action Publications or NOTAM is to be disseminated by means of Aeronautical Information Circulars. 18/9/69 No. 11
