FOREWORD Historical background 1954 and became applicable on 1 Sep- made by the Fourth Meeting of the Air- In October 1945, the Rules of the Air and Air Traffic Control RAC Division at its first session made recommendations for Standards, Practices and Procedures for the Rules of the Air. These were re- viewed ly the then Air Navigation Com- mittee and approved by the Council on 25 February 1946. They were published as "Recominetdations for Standards, Practices and Procedures - Rrtles of the .-lir" in the first part of Doc 2010- IiAC/lO4, published in February 1946. The RAC Division, at its second ses- sion in December 1946 -January 1947, reviewed Doc 2010-RAC/104 and pro- 1,osed Standards and Recommended Prac- tices for the Rules of the Air. These were adopted by the Council as Standards and Recommended Practices relating to liules of the Air on 15 April 1948, pur- suant to Article 37 of the Convention on International Civil Aviation Chicago, 1944 and designated as Annex 2 to the Convention with the title "International Standards and Recommended Practices - Rzrlrs of the Air". They became effect- ive on 15 September 1948. The third session of the RXC Division, in April-May 1948, recommended certain anlerdments to Annex 2. These amend- ments were submitted to States but it appeared that a re-arrangement of the material contained in the Annex was tlesirable to clarify certain points, parti- cularly the application of the visual flight rules and the instrument flight rules. The fourth session of the RAC Divi- sion made a complete review of the An- nex in November-December 1950. As a result of its recommendations, a complete new text of the Annex, which no longer contained Recommeilded Practices, was adopted by the Council as Amendment 1 to Annex 2 on 27 November 1951, be- came effective on 1 April 1952 and be- came applicable on 1 September 1952. To reflect recommendations formulated by the Fourth Special Meeting of the KAC Committee of the European-Medi- terrailean Region June-July 1952, for revision of procedures following a com- munications failure and for revising the information to be contained in the flight plan form, Amendment 2 to Annex 2 was adopted by ,the Council on 17 Nov- ember 1953, became effective on 1 April teniber 1954. worthiness Committee Montreal, October- Third Edition.-The third edition in- corporated provisions arising fom the recommendations of the Second Air Nav- igation Conference Montreal, August- September 1955 which resulted in Amendment 3 being adopted by the Couil- cil on 11 May 1956. This became effec- tive on 15 September 1956 and applicable on 1 December 1956. Amendment 4 was approved by the Council on 14 November 1958. It incor- porated a new Attachment C containing explailatory notes on the application of the definitions of Danger Area, Prohi- bited Area and Restricted Area. Since the amendment related only to guidance material, IIO formal adoption was neces- sary and no considerations of dates of effectiveness and applicability were iiivolved. Fozrrth Edition.-The fourth edition incorporated provisions arising from the recommendations of the Rules of the Air, Air Traffic Services and Search and Rescue Divisiois Montreal, October - November 1958 and a change to Appendix A, paragraph 4 - Marshalling Signals Nos. 2 and 10- initiated by the Air Navigation Commission, which re- sulted in Amendment 5 being adopted by the Council on 8 December 1959. This became effective on 1 May 1960 and applicable on 1 August 1960. Amendment 6, which was adopted by the Council on 13 December 1961, be- came effective on 1 April 1962 and became applicable on 1 July 1962. It introduced changes to the table of quad- rantal cruising levels in Appendix C and the provisions associated therewith to provide for the application of an increas- ed vertical separation minimum in the upper airspace for flights outside con- trolled airspace no less than within con- trolled airspace. These changes derived from a recommendation made by the Rules of the Air, Air Traffic Services and Search and Rescue Divisions Mon- treal, October-November 1958. The amendment also incorporated changes to the provisions for navigation lights in Appendix B, to provide for the display of high-intensity lights commonly re- ferred to as anti-collision lights. These changes derived from a recommendation November 1960. Amendment 7, which was adopted by the Council on 27 June 1962, became effective on 1 November 1962 and be- came applicable on 1 December 1962. It introduced changes to the provisions governing the application of ,the table of cruising levels at Appendix C to cater for flights in polar areas where refer- ence to magnetic track is imractical. - This amendment resulted from a recom- mendation made by the Fourth North Atlantic Regioilal Air Navigation Meet- ing Paris, September-October 1961. Fifth Edition. - The fifth edition incor- porated major changes arising from the recommendations of the Rules of the Air and Air Traffic Services/Operations Divisional Meeting Montreal, 14 May - 11 June 1963, and certain further chan- ges to the provisions governing the application of the table of cruising levels at Appendix C, initiated by the Air Nav- igation Commission, which resulted in Amendment 8 being adopted by the Council on 29 November 1965. This be- came effective on 29 March 1966 and applicable on 25 August 1966. Amendment 9 was approved by the Council on 29 November 1965. It intro- duced changes to the excerpts in Attach- ment A to accord with the revised Inter- national Regulations for Preventing Col- lisions at Sea contained in Annex B to the Final Act of the International Con- ference on Safety of Life at Sea Lon- don, 1960, which came into force on 1 September 1965. Since the amendment related only to guidance material, no formal adoption was necessary and no considerations of dates of effectiveness and applicability were involved. Amendment 10 was adopted by Council on 7 June 17, became effective on 5 October 1967 and applicable on 8 February 18. It introduced changes to the rules regarding flight plans, arising from Recommendation 1/3 of the Fifth Meeting of the Air Traffic Control Auto- mation Panel Montreal, February-March 16. It also deleted the Attachment containing excerpts from the Interna- tional Regulations for Preventing Colli- sions at Sea, as well as the associated application standard.
