FOREWORD Standards for Aircraft Nationality and Registration Marks were adopted by the Council on 8 February 1949 pursuant to the provisions of Artide 37 of the Con- vention on International Civil Aviation Chicago 1944 and designated as An- nex 7 to the Convention. They became effective on 1 July 1949. The Standards were based on recommendations of the first and second sessions of the Air- worthiness Division held respectively in March 1946 and February 1947. Second Edition.-The present edition tains provisions arising from the recommendations made. at its fifth meet- ing, by the Airworthiness Committee, an international body of experts authorized by the Council and functioning under the Air Navigation Commission. As a result of these recommendations, their submission to all Contracting States and their review by the Air Navigation Com- mission, Amendment 1 was adopted on 12 November I963 and became effective on 1 April 1964. The Council, on 8 November 1967, adopted Amendment 2, which consisted solely of redefining "Aircraft". The Amendment, which became effective on 8 March 1968, implemented a deciiion that all .air cushion type vehicles, such as hovercraft and grd effect machines, should not be classified as aircraft. The present Second edition of An- nex 7 contains Standards, adopted by the Intematimsl Civil Aviation Organization as the minimum Standards for the dis- play of marks to indicate appropriate mtkmality and registration which have been determined to comply with Ar- ticle 2Q of the Convention. Use of the text of thc Annex in national rcgdations The Council, on 13 April 1948, adopted a resolution in- viting the attention of Contracting States to the desirability of using in their own national regulations, as far as practicable, the precise language of those XCAO Standards that are of a regufatory char- acter and also of indicating departures from the Standards, including any addi- tional national regulations that were im- portant for the safety or regularity of air navigation. Wherever possible, the provisions of this Annex have been deliberately written in such a way as woufd facilitate incorporation, without major textual changes, into national legislation. General Information An Annex is made up of the following component parts, not all of which, how- ever, are necessarily found in every Annex they have the status indicated 1 .--Math1 omsing the Awx proper a Standards and Recommended Proc- tues adopted by the Council under the provisions of the Convention They are defined as follows Standard Any specification for physical characteristics, configuration. matiriel, performance, personnel or procedure, the uniform application of which is recognized as necessary for the safety or regularity of international air navigation and to which Contract- ing States will conform in accordance with the Convention in the event of impossibility of compliance, notification to the Council is compulsory under Article 38. Recommmdcd Practice Any speci- fication for physical characteristics, configuration, materiel, performance, personnel or procedure. the uniform application of which is recognized as desirable in the interest of safety, regularity or efficiency of international air navigation, and to which Contract- ing States will endeavour to conform in accordance with the Convention. b Appendices comprising material grouped separately for convenience but forming part of the Standards and Re- commended Practices adopted by the Council. c Definitions of terms used in the Standards and Recommended Practices which are not self-explanatory in that they do not have accepted dictionary meanings.
