FOREWORD The Air Navigation Commission charged the All Weather Operations Panel AWOP with the task of carrying out a study dealing with the initial period of Microwave Landing System MLS introduction in response to Recommendation 115 of the All Weather Operations Divisional Meeting, Montreal, 4 - 21 April 1978 which reads as follows RECOMMENDATION 115 - PROCEDURES FOR THE INTRODUCTION OF THE MLS That ICAO, concurrently with the development of SAWS relating to the MLS, carry out a study dealing with the initial period of the MLS introduction, including con- sideration of safeguards which would assure continued viable international operations by aircraft not equipped with the MLS during the transition period. Cognizant of the widespread interest associated with the introduction of the MLS, particularly among those not involved in the development of the system, the Panel concluded that the study could best be documented and promulgated in the form of an ICAO Circular embodying the collective experience of those concerned in the ICAO development programme. It was recognized that the preparation of such a circular within a time span likely to respond to the needs of those States interested in early introduction of MLS, wouid necessarily preclude a document based on extensive operational and economic experi- ence. This was so because the ICAO programme for the development of the new system re- quired selection of the new technique prior to the preparation of the associated Inter- national Standards and Recommended Practices. Operational experience gained over the next several years will be used periodically to update the Circular. The Panel has chosen to include in the Circular a discussion of potential benefits whi-ch may be realized from the capabilities of MLS in order to provide the reader with an overall perspective of the possible uses of the new system. It should be recognized that many of these benefits are yet to be demonstrated and will require careful examination to determine their applicability at specific locations, taking into account operational and economic factors. It was also apparent that Panel members held varying views on the degree to which the capabilities of MLS could be utilized during the introductory period. These variations resulted from the fact that each State will have its own unique situation with regard to the ratio of domestic to international air- ports, traffic densities, ATC capabilities and mix of aircraft. These factors will need to be considered when assessing the information in this Circular. The substance of the panel's work regarding the consideration of safeguards to assure continued and unimpaired international operations by aircraft not equipped with the MLS has been proposed for inclusion in Annex 10, Volume I, Chapter 2. This important topic is discussed in more detail in appropriate sections of this Circular. The study was completed at the eighth meeting of the AWOP, held in Montreal, Canada, 11 - 21 March 1980, with the recommendation to the Air Navigation Commission for its publication as an ICAO Circular. The Air Navigation Commission, on 3 November 1980, approved the related recommendation of the Panel and requested the Secretary General to publish this document.
