AMENDMENT No. 4 to the Procedures for Air Navigation Services RULES OF THE AIR and AIR TRAFFIC SERVICES To give effect to this amendment, replacement pages for, and manuscript amendments to PANS-RAC, 7th Edition, should be inserted in the document as follows 1. Record entry of the Amendment on page ii. 2. Insert the attached replacement pages in PANS-RAC, 7th Edition a Foreword - Pages v and vi b Part VII - Page 7-2.
FOREWORD The .Procedures for Air Navigation Services - Rttles of the Air and Air Trafic Services PANS-RAC are the result of the progressive evolution of the Procediires for Air Navigatioil. Services -Air Trafic Control PANS-ATC prepared by the Air Traffic Control Committee of the International Con- ference on North Atlantic Route Service Organization Dublin, March 1946. The origisal PANS-ATC were subse- quently amended and supplemented by the ATC Committee of the International Conference on European-Mediterranean Route Service Organization Paris, April 1946, by the Second, Third and Fourth Sessions of the RAC Division Montreal, December 1946 - January 1947, April-May 1948 and November-December 1950 and from time to time in pursuance of recommendations of the RAC Com- mittees of various regional meetings. The title of the procedures was changed to Procedcrcs for Air Navigatiotr Serv- ices- Rrrlcs of the Air aitd Air Trafic Services PANS-RAC following the Fourth Session of tlie RAC Division, so as to make it more descriptive of the material contained therein. Amendment 2 to Annex 2, adopted by Council on 17 November 1953, intro- duced a change in the procedures to be followed in case of air-ground com- munications failure and required a conse- quential amendment in the PANS-RAC. Action by the First Air Navigation Conference Montreal, February-March 1953 resulted in amendments to the posi- tion reporting procedures and codes, to the holding phraseologies, and to .the radar procedures and phraseologies for use in connection with approach control service. Action by Council on Recom- mendation No. 15 of the AGA Division, Fifth Session Montreal, October- November 1952 resulted in the trans- ference to the PANS-RAC of those procedures in the PANS-AGA Doc 4810-AGA/559, now cancelled concern- ing the operation of aerorlautical ground lights. The Sixth Edition incorporated pro- visions arising from reconimendations of the Second Air Navigation Conference Montreal, August-September 1955. The most important of these concerned changes in the criteria relating to the separation minima, aimed at making better use of the available airspace the increase of the distance above cloud for "on-top" flights from at least 150 metres 500 feet to at least 300 metres 1,000 feet coordination between units providing area control service for contiguous areas and more detailed descriptions of the obiectives and functiolls of air traffic advisory service and alerting service. Numerous amendments relating to im- provements in detail were also made. Others were made as a consequence of amendments adopted to Annexes 2 and 11 following recommendations of the Second Air Navigation Conference. 2.-Seventh edition The present edition incorporates pro- visions arising from the recommenda- tions of the Rules of the Air, Air Traffic Services and Search and Rescue Divisions Montreal, October-November 1958. The most significant of tlese were the introduction of a new flight plan form and major revision of the provisions relating to the submission, contelt, completion and changing of flight plans and the issuance of clear- ances based thereon. The content of flight plan messages was likewise re- vised and a standardized content for messages relating to emergency phases was introduced. Changes were effected to the separation minima requirements and provision was made for the use of a nominal 600 metres 2,000 feet minimum vertical separation interval above a prescribed level. The item "Flight conditions" was deleted from the content of a position report and provision was made for one or more items to be omitted therefrom when certain circumstances obtained. The issuance of clearances to fly maintaining VMC was restricted to specific and limited portions of climb and descent the provisions relating to the transfer of responsibility for control from one ATC unit to another were modified and amplified in detail as were the pro- cedures for approach control service a more detailed description of the ob- jectives and functions of the air traffic advisory service was also effected. Changes and additions were made to the phraseologies for ATS, and a consolida- tion of all provisions regarding flight plans, the flight plan form and instruc- tions for completion of same were intro- duced as an Attachment, for the con- venience of air traffic services. Amendment 1 to the Seventh Edition, approved by Council on 2 December 1960, incorporated provisions relating to the transmission of meteorological in- formation to aircraft in flight, as a result of recommendations made by the Panel for Coordinating Procedures Respecting the Supply of Information for Air Operations First Meeting, Montreal, May-June 1959. It also conipriscd changes to certain elements of the Air- report and to the AIREP form, made as a result of recommendations of the Fifth Session of tlie Meteorology Di- vision Montreal, September 1959. Amendment 2 to the Seventh Edition, approved by Council on 26 June 1961, incorporated altimeter setting procedures applicable to air traffic services devel- oped from provisions previously con- tained in Doc 7030 Regioitnl Strpple- ractttnry Procedures and complementary to the altimeter setting procedures in- cluded in the Procedtres for Air Navi- gation Services - Aircraft 0peratiots PANS-OPS. ' Amendment 3 to the Seventh Edition, approved by Council on 15 December 1961, incorporated a change to the in- struction for completing Item "G" of the flight plan form to cater for flights through intermediate stops. Amendment 4 to the Seventh Edition, approved by Council on 13 April 1962, incorporated an additional provision, under "Alerting service", signifying the action to be talten when reports from an aircraft are overdue. The Procedtrres for Air Navigation Services PANS do not have the same status as the Standards and Recom- mended Practices. Whilst the latter are ndopted by Council in pursuance of Ar- . ticle 37 of the Convention on Interna- tional Civil Aviation, subject to the full procedure of Article 90, the PANS are approvcd by the Council and recom- mended to Contracting States for world-wide application. Whilst the PANS may contain material which may eventually become Standards or Recommended Practices SARPS when it has reached the maturity and stability necessary for adoption as such, they may also com- prise material prepared as an nmplifica- tion of the basic prilciples in the PANS-RAC DOC 4444-RAC/501/7 1/11/62 No. 4
