AMENDMENT 9 to the International Standards and Recommended Practices AERONAUTICAL INFORMATION SERVICES Annex 15 to the Convention on International Civil Aviation 1. FORE WORD Historical Background Standards and Recommended Practices for Aeronautical Information Services were first adopted by the Council on 1.5 May 1953, pursuant to the provisions of .4rticle 37 of the Convention on Inter- national Civil Aviation Chicago 1944, and were designated as Annex 15 to the Convention. They became applicable on 1 .4pril 1954. Seven amendments have since been adopted, Amendments 6 and 7 becoming applicable on 1 January 1961 and giving rise to this Second Edition. Annex 15 as now presented has under- gone the following development. The first requirements were developed by the Air Navigation Committee as a result of recommendations of Regional Air Navi- gation Meetings, and were published by authority of the Council as Procedures for International Notices to Airmen, PANS- NOTAM, PICA0 Doc 2713 in January 1947. 111 1949 the Special NOTAM Meeting reviewed and proposed amend- ments to these procedures which were later issued as "Procedures for Air Navi- gation Services PANS-AIS, Doc 7106" and which became applicable on 1 August 1951. In 1952, the PANS-AIS were reviewed b,y the First Session of the Aeronautical Information Services Divi- sion which recommended the adoption of Standards and Recommended Practices. Following consideration by all Contracting States, these recommendations were re- viewed by the Air Navigation Commission and the first set of Standards and Recom- mended Practices was adopted by the Council on 15 May 1953 as Annex 15 to the Convention. This Annex became effective on 1 September 1953 and applicable on 1 April 1954. Following the usual consultation with States, five minor amendments to the Annex were subsequently adopted or approved by the Council. Amendments 1, 2 and 5 were of an editorial nature, and designed to maintain consistency in terminology with developments in other ICAO fields. Amendments 3 and 4 dealt respectively with the definition and iden- tification of prohibited, restricted and danger areas, and explanatory notes on the application of such definitions. The significant dates associated with the introduction of these amendments are as follows Amend- Adopted or Applicable ment Approved 1 27 May 1955 1 October 1955 2 15 May 1956 1 December 1956 3 16 April 1957 1 December 1957 4 14 November 1958 14 November 1958 5 24 March 1959 1 October 1959 At the Meeting of the Aeronautical Information Services and Aeronautical Charts Division in April/May 1959 the Standards and Recommended Practices were subjected to a complete review which resulted in a number of recommendations for amendment. In the main, these were directed towards a clarification and strengthening of the Annex, giving the status of Standards or Recommended Practices to the detailed contents of Aeronautical Information Publications, development of specifications for Inform- ation Circulars, and the deletion of certain guidance material considered more appropriatc to an AIS Manual. On the basis of comments of States, these recom- mendations were reviewed by the Air Navigtion Commission, the resulting material was adopted/approved by the Council as Amendment 6 on 20 June 1960 and Amendment 7 on 2 December 1960. On 25 hfarch 1964 the Coulrcil adopted .4me11dme11t 8 which illtroduced into Chapter 5 a new procedure for the con- trol and regulation of amendments to aerollautical information and removed from the Annex the "NOTAM Code" and "Abbreviations for use by Aeronau- tical Information Services". The latter stemned from action of the Council ill aplx-oving the estahlisliment of a new documeut to contain IC.40 Abbreviations aud Codes, Doc 8400. hlior amendlnelts were also made to .4lpendix 1. Amendment 9, which consists of changes to the definitions for danger area, pro- hibiied area and restricted area, and consequential amendment of the associated guidance material Attachment A, stem- ming from action of the RAC/OPS Meeting 19631, was adopted on 10 De- cember 1965, became effective on 29 March 1966 and applicable on 25 August 1966. Applicability The purpose of the Standards and Recommended Practices is to promote uniformity in methods of collection and dissemination of aeronautical information in the interest of safety, regularity and efficiency of international air navigation. Each Contracting State is required to provide severally or jointly an aeronautical information service responsible for the collection, collation, editing and publishing of aeronautical information concerning its own territory, and to take all reasonable measures to ensure that the information it provides relating to its own territory is adequate, accurate and timely. Inform- ation containing aeronautical information of a lasting character essential to air navigation is to be included in Aeronau- tical Information Publications issued by the authority of the State. Information concerning the establishment, condition or change in any aeronautical facility, ser- vice, procedure or hazard, the timely knowledge of which is essential to per- sonnel concerned with flight operations, is to be disseminated by means of NOTAMs. Information required by Inter- national Civil Aviation and not suitable for inclusion in Aeronautical Information Publications or NOTAMs is to be dis- seminated by means of Information Circulars. Action by Contracting States Notification of Differences. The attention of Contracting States is drawn to the obligation imposed by Article 38 of the Convention, referred to in the Council's Resolution of Adoption, by which Con- tracting States are required to notify the Organization before the relevant date of applicability of the provisions concerned, as given in Chapter 2, of any difference that will exist on such date between their national regulations and practices and the International Standards contained in this Annex as now amended. Contracting States are invited to extend such notifica- tion to any differences from the Recom- mended Practices contained in this Annex, when the notification of such difference is important for the safety of air navigation, and, further, to keep the Organization 25/8/66 No. 9
