FOREWORD Historical Background other activities of the Council. They were In April-May 1959, a meeting of the Standards and Recommended Practices for Aeronautical Charts were first adopted by the Council on 16 April 1948, pursuant to the provisions of Article 37 of the Convention on International Civil Avia- tion Chicago, 19441, and were designated as Annex 4 to the Convention. They became applicable on 1 March 1949. Annex 4 as now presented has undergone the following stages of development. In November 1945 and in April 1946, the Aeronautical Charts Division, at its First and Second Sessions, made recommenda- tions for Standards and Recommended Practices for the World Aeronautical Chart - ICAO 1 I000 000 and for In- strument Approach and Landing Charts. These were further developed at the Third Session of the Division in January 1947, at which time the Division also made recommendations for Standards and Re- commended Practices for the following additional ICAO Charts - Aeronautical Charts 1500 000 - Aeronautical Charts 1 250 000 - Aeronautical Plotting Charts - Aeronautical Route Charts - Aeronautical Planning Charts. At its Fourth .Session, in March 1948, the Division considered a number of amendments to the draft Annex material, including a change in the projection to be used for the World Aeronautical Chart - ICAO 1 1 000 000. The latter was con- sidered of such importance that the Council, in December 1948, adopted it as Amendment 1 and decided that it should be implemented on the date on which the Annex as a whole became applicable 1 March 1949. Thus this first amendment was incorporated in the first edition of the Annex. The remainder of the amendments recommended by the Division at its Fourth Session, which included Standards and Recommended Practices for Radio Facility Charts, were adopted by the Council in November 1949 as Amendments 2 to 22 and were incorporated in the second edition of the Annex which became applicable on 1 September 1950. adopted by Council on 25 June 1951 and became applicable on 1 January 1952. At its Fifth Session, in October 1951, the Division made proposals for the further amendment of the Standards and Recommended Practices, specifications for Obstruction Plans and Profiles being included in the amendments. Further development in the light of comments by Contracting States was made by the Air Navigation Commission and the resulting proposals were adopted by the Council on 19 June 1952 as Amendment 29, became applicable on 1 April 1953, and were incorporated in a third edition. Amendment 30, resulting from action taken by the Air Navigation Commission in consultation with States to remove certain inconsistencies between Annexes 4 and 15, was adopted by the Council on 22 February 1956 and became applicable on 1 December 1956. At the Third Air Navigation Conference in October 1956, a revision of the specifica- tions for Aerodrome Obstruction Plans and Profiles was undertaken. The amend- ment comprised a complete revision of the specifications, including a change in title to "Aerodrome Obstruction Charts". The recommendations of the Air Navigation Commission resulting therefrom after consultation with States were adopted by the Council as Amendment 31. At the same time, and forming part of Amend- ment 31, the Council adopted some minor editorial amendments to the text of the Annex and, as Amendment 32, adopted an editorial revision of the ICAO Chart Symbols on the recommendation of the Air Navigation Commission. This amend- ment took the form of adopting specific criteria to be applied by the Secretariat. It was adopted by the Council on 13 June 1957, became applicable on 1 December 1957, and was incorporated in a fourth edition of the Annex. Amendment 33, giving guidance on the application of the definitions of Danger Area, Prohibited Area, and Restricted Area, which resulted from action taken by the Air Navigation Commission to consult States on the suitability of the Aeronautical Information Services Divi- sion and Aeronautical Charts Division AIS /MAP Division was convened under a directive to make, inter alia, a complete review of the aeronautical chart specifica- tions in view of the long period which had intervened since the MAP Division had last met, and the general obsolescence of the specifications. The Division based its work on recommendations of two meetings of a panel of experts MAP Panel which had been created for the purpose of doing preparatory work for the Division. The Division recommended a complete revision of the Standards and Recommended Practices, including the creation of a chapter of general specifications, the introduction of three new types of charts Radio Navigation Charts, Terminal Area Charts, and Aeronautical Navigation Charts 1 2 000 OOO, the preparation of separate specifications for Instrument Approach Charts and Visual Approach Charts, a change in the status of the specifications for Aeronautical Planning Charts to that of guidance material, and the deletion of three types of charts Aeronautical Route Charts, Aeronautical Charts 1250 000 and Radio Facility Charts. After the normal review by the Air Navigation Commission in the light of States' comments, the Council adopted the revised material as Amendment 34 to the Annex on 20 June 1960, which became applicable on 1 July 1961. The aforementioned AIS /MAP Division Meeting indicated a need for an amend- ment of the specifications for Aerodrome Obstruction Charts-Type A, to meet the requirements of turbinesngined aircraft. After consideration of the matter by the Air Navigation Commission, States were consulted first on the need and later on a specific proposal for amendment of the Annex. This culminated in the adoption of Amendment 35 to the Annex by the Coun- cil on 8 December 1961. This became applicable on 1 July 1962.
