The 2nd edition of the document for 2024 has been published. This Volume IV of Annex 16 has been prepared at the request of the ICAO Assembly, which, at its 39th Session held in 2016, adopted Resolution A39-3 "Consolidated statement of continuing ICAO policies and practices related to environmental protection - Global system of market-based measures (MBMs)". In this resolution, Member States decided to implement a global MBM system in the form of the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA).
