Air Navigation 1. PROJECTS GIVEN SPECIAL ATTENTION DURING 2004 Accident Investigation An Accident Investigation and Safety Management Systems Workshop was held in Mexico City in January. It was organized by the International Society of Air Safety Investigators ISASI in collaboration with ICAO and hosted by the Mexican Airline Pilots' Association ASPA. It was attended by approximately 130 participants from seven States. The Air Navigation Commission ANC refined the ICAO Global Aviation Safety Plan GASP a progress report will be presented to the 35th Session of the Assembly. The Secretariat briefed the ANC on accident trends in 2004, based on available data. Aerodromes Amendment 6 to Annex 14 - Aerodromes, Volume I - Aerodrome Design and Operations, was adopted by Council on 27 February and will. become applicable on 25 November 2004. This amendment introduced new specifications on visual aids for advanced surface movement and control systems A-SMGCS aerodrome lighting and design and monitoring of electrical systems the physical characteristics of runway turn pads and a consequential amendment concerning elec- tronic terrain data. In order to provide guidance to States on the operation of new larger aeroplanes, such as the Airbus A380, at existing aerodromes, the Secretariat completed work on a new circular entitled Operations of New Larger Aeroplanes at Existing Aerodromes which will be published in 2004. The Secretariat progressed work on the out-
2 Doc 9826 - Supplement July 2004 come of full-scale pavement testing conducted by two States in order to provide guidance on the effects of the complex loading pattern of six-wheel landing gears. As a consequence of Amendment 3 to Annex 14, Volume I, which included new and revised specifications concerning visual aids for navigation and those for denoting obstacles, a new edition of the Aerodrome Design Manual, Part 4 - Visual Aids Doc 9157' was published. The Secre- tariat's work on a new manual to improve the interim guidance material on frangible aids was completed. Aeronautical Electromagnetic Spectrum Preparations for the International Telecommuni- cation Union ITU World Radiocommunication Conference - 2007 WRC-2007 began with the development of a draft ICAO position for the Conference. A number of issues of interest to civil aviation will be addressed at the Conference, including the availability of spectrum for new aero- nautical communication systems and the protection of aeronautical radio systems. Aeronautical experts from ICAO Contracting States, international organizations and the ICAO Secretariat participated in the relevant activities of the ITU and regional telecommunication organizations, as urged by Assembly Resolution A32-13. Aeronautical Information Services AIS In February, the Council adopted Amendment 33 to Annex 15 - Aeronautical Information Services which introduced new provisions concerning defi- nitions the vertical reference system and the temporal reference system for international civil aviation electronic terrain and obstacle data aero- nautical data quality requirements the Radar Minimum Altitude Chart - ICAO and inclusion of GNSS-related elements in aeronautical infor- mation. The amendment also updated existing provisions related to the World Geodetic System - 1984 WGS-84 and the Aeronautical Information Publication AIP. The amendment becomes appli- cable in November 2004, except for certain provi- sions concerning electronic terrain and obstacle data which become applicable in November 2008 and 2010. 1. This relates to the English version only. The French, Russian and Spanish versions will follow. The Council also adopted Amendment 53 to Annex 4 - Aeronautical Charts which introduced new provisions concerning definitions vertical and temporal reference systems terminal arrival alti- tude Radar Minimum Altitude Chart - ICAO and chart symbols for altitudeslflight levels and final approach fix. The amendment, which becomes applicable in November 2004, also updated existing provisions related to the World Geodetic System - 1984 WGS-84 obstacles identification, aerodrome operating minima and supplementary information on the Instrument Approach Chart - ICAO and aeronautical data quality requirements. In March, the ANC approved Amendment 27 to the Procedures for Air Navigation Services - ICAO Abbreviations and Codes PANS-ABC, Doc 8400, which introduced new abbreviations and updated existing specifications of the NOTAM Code related to GNSS amended existing abbrevi- ations and introduced new abbreviations as a consequence of new provisions included in Annex 3, Annex 4 and the PANS-OPS, Volumes I and 11 and included editorial changes introduced by the Secretariat. The amendment becomes appli- cable in November 2004. Work was progressed by the Secretariat on the development of a computerized aeronautical infor- mation services system concept and amendment proposals related to aerodrome obstacle charts, electronic aeronautical charts for cockpit display and AIRAC procedures. The Aircraft Type Desig- nators Study Group ATDSG continued to main- tain and enhance the Aircraft Type Designators Doc 8643 and its database by correspondence. Work progressed on new quality system and train- ing manuals, designed specifically for aeronautical information and aeronautical charts services, and on a new manual providing guidance on the devel- opment of electronic terrain and obstacle databases. Work was also advanced on the development of an air navigation plan database and associated web- based information and charting service. Aeronautical Meteorology The new operations group with a multi-regional membership - the International Airways Volcano Watch Operations Group IAVWOPSG, estab- lished to oversee the implementation, operation and development of the IAVW, held its first meeting in
Doc 9826 - Supplement July 2004 3 March 2004.The IAVWOPSG addressed, inter alia, the extension of areas of coverage of volcanic ash advisory centres VAACs in Toulouse and Washington, which would permit a quasi global coverage of the IAVW, and the revision of the format of the volcanic ash advisory. An extensive amendment proposal to Annex 3, which emanated from the MET Divisional Meeting 2002 and included restructuring it into two parts, was adopted by Council for applicability in November 2004. Airworthiness A working group of the whole meeting of the Airworthiness Panel AIRP was held to progress the work of the panel in its ongoing task of review- ing the airworthiness of aircraft Standards and related guidance material, in particular, the Airworthiness Manual Doc 9760. Audio-visual Aids The Audio-visual Aids Unit progressed work on a number of videos under production. Aviation Environmental Matters The sixth meeting of the Committee on Aviation EnvironmentaI Protection CAEPI6 was held from 2 to 12 February 2004. Seventeen recornrnenda- tions were developed, four of which related to proposals for the amendment of Annex 6 - Oper- ation of Aircraft, Part I11 - International Oper- ations - Helicopters, Annex 14 - Aerodromes, Volume I - Aerodrome Design and Operations and Annex 16 - Environmental Protection, Volume I - Aircraft Noise and Volume I1 - Aircraft Engine Emissions, and were subsequently approved by the Council. The most significant aspects of these recommendations were the amend- ments in Annex 16, Volume I related to testing environment specifications clarification of appli- cability language and guidance material on standardized options for noise certification docu- mentation and in Annex 16, Volume 11, amend- ments related to an increase in stringency of the NO, emissions Standards. The Committee recom- mended amendments to Doc 9501 - Environ- mental Technical Manual on the use of Procedures in the Noise Certzjkation of Aircraft, Doc 9 184 - Airport Planning Manual, Part 2 - Land Use and Environmental Control, and Doc 9750 - Global Air Navigation Plan for CNS/ATM Systems and proposed four new environmental publications one manual on Guidance for the Balanced Approach to Noise Management, and two circulars related to the use of landing and take-off certification data for the assessment of operational impacts and to assessing the benefits of noise abatement operating pro- cedures, and a template agreement and associated guidance on voluntary measures to limit or reduce emissions of carbon dioxide C02 from aviation, to be posted on the general ICAO website for dissemination to States and international organiza- tions. The Committee also recommended environmental goals concerning aircraft noise and engine emissions for adoption by ICAO. Additional information related to economic aspects and coordination with other international organiza- tions in the environmental field is presented in Section 111. Aviation Medicine In January, the Medical Provisions Study Group MPSG convened in Montreal for a five-day meet- ing and reviewed a proposed amendment regarding medical provisions in Chapters 1 and 6 of Annex 1. The work of the study group was completed in April. In February, ICAO participated in and contributed to a meeting in Rome of the ECAC working group on passenger health issues. Under the auspices of WHO and ICAO and with the cooperation of IATA, the WRIGHT Project, a scientific research programme studying the possible link between air travel and deep vein thrombosis, was further progressed. Final results are expected in 2005. ICAO held a briefing session on the latest projects and developments in international civil aviation medicine, in May, at the 75th Annual Scientific Meeting of the Aerospace Medical Association in Anchorage.
4 Doc 9826 - Supplement July 2004 In June, the revised medical provisions were circu- lated to States for comments for a final review by the Air Navigation Commission in December. Work continued on the revision and updating of the Manual of Civil Aviation Medicine Doc 8984. Bird Strikes to Aircraft Amendment 5 to Annex 14, Volume I, adopted by the Council on 7 March 2003, upgraded the exist- ing Recommended Practices, on bird strike hazard reduction, to Standards. A new Recommended Practice on reporting of all bird strikes to ICAO was also introduced. Amendment 5 became appli- cable on 27 November 2003. Through State letter AN 41 1.1.49-04122, the Recommended Practice on the reporting of bird strikes is proposed for up- grading to a Standard. In order to better handle the increased number of bird strikes being reported by States, the Secretariat is examining more efficient software to improve the speed and capacity of the ICAO bird strike information system IBIS. An advisory group, to assist the Secretariat to progress the work relating to the control of birds and wildlife on or in the vicinity of airports is being formed. Communications, Navigation, Surveillance and Air Traffic Management CNSIATM The development of SAWS for the universal access transceiver UAT serving as a data link for ADS-B applications continued. Guidance material on an airborne separation assist- ance system ASAS was developed. Progress was also made on the definition of required surveillance performance RSP. Guidance material was devel- oped to provide guidelines to States on pilot train- ing for the use of the airborne collision avoidance system ACAS. The Required Navigation Performance and Special Operational Requirements Study Group RNPSORSG held its first meeting in Montreal. Flight Safety and Human Factors Human Factors Digest No. 16- Cross-Cultural Factors in Aviation safe was published. ICAO participated in key events related to Human Factors, exchanging information on the latest developments in the field of aviation Human Factors, thus maintaining a leadership role in this field. The Normal Operations Safety Survey Study Group NOSSSG, stemming fiom the Air Navigation Commission's review on the recom- mendations of the Eleventh Air Navigation Con- ference Montr6a1, 22 September to 3 October 2003 was established in order to assist the Secretariat, inter alia, in progressing the task of developing guidance material for the monitoring of safety during normal air traffic services operations. The first meeting of the NOSSSG was held in Montrkal fiom 13 to 14 July 2004. LicensingICertification of Aerodromes In response to requests for ICAO guidance on the training of aerodrome inspectors, two States were requested to assist in the conducting of a workshop, which was held in Cairo fiom 12 to 17 June. Operations A State letter was circulated with proposals for the amendment of Annex 6 - Operation of Aircraft, Part I1 - International General Aviation - Aeroplanes to introduce requirements for the carriage of airborne collision avoidance systems ACAS 11 and associated training requirements for pilots. A State letter was circulated with proposals for the amendment of Annex 6 - Operation of Aircraft, Part I - International Commercial Air Transport - Aeroplanes, the Procedures for Air Navigation Services - Aircraft Operations Doc 8168, Volume I - Flight Procedures and the Procedures for Air Navigation Services - Air Trafic Manage- ment Doc 4444 relating to operation of aircraft. 2.
